Not at all. In fact, I recommend you start by working with what you know, regardless of how little, and build up from there. This will give you time to get familiar with the basics of the language and/or framework. The key is to code as much as you can so the coding experience becomes effortless and second nature. Meanwhile, the limitations of what you don't know yet will become the driving motivation and direction on what to explore next. Also, the goal isn't to master everything in a language or platform. Focus on what you need for the immediate objectives and look for opportunities to explore new concepts as the objectives call for you to know more. Before you know it, you'll know far more than you could have imagined in a short period.

nah. i don't think is necessary to master all vocabulary of any language.
