In general, would be good to learn algorithm and programming logical before the University... There are so many courses on the web and videos at YouTube, that you can get to learn it easily.

Here in Brazil, we have some colleges that teaching Web Designer, but to define the best is hard, 'cause it's depends of too much variables, like localization, price, ENADE score, recognizantion on the work market... Therefore, this decision at your place (city, metropolitan region, state/province or country) is only yours.
