notepad++ is simple, free, easy to use, open source and light weight to install on a pc. sublime text is free still need licence.

Sublime text 3, but if you want something smart then go for Adobe Dreamweaver

An HTML document is written using a text editor. Notepad, Sublime Text etc. are examples of those.

I would use atom. it's free, open source, and has thousands of packages and keyboard shortcuts to help you. it's also easy to get used to
