How can I qualify with a web dev job?

I'm studying html/css/js, but when I check any website elements and codes, I can understand nothing. What should I learn to find a even a part time job?

My suggestion is that you make some website for a friend for free as a practice. This is how I started. I also didn't feel eligible for applying for these kind of jobs, but with practicing you will get more confident and of course you will understand more.
Also startiing a page from scratch will give you more understanding of how things work. If you look straight into a code of an existing site it's much harder to understand right away.
