How can I generate speech output I arduino?

I have a speaker that I had taken from my old tablet. I want it to go like: -
tts(pin_required, "hi");

I used one of TTS ic before, I needed to pre record all the voices into the ic, and use microcontroller addresses the ic to play particular recorded segment voices.
