Can't I make 'Blog About Me' on my PC by Notepad??....I tried exact code but it is not showing section on web page..Help Me

It is not showing section and the design around About Me text....Do i need to have something else to make it possible??.....I am trying it just like a normal basic HTML code....HELP ME!!

safe your file as .html

kapil bro i had already saved it with .htm extension...it is showing me the whole text....just designs are missing...i had cross checked my coding twice all the tags are properly closed...but still showing only text no design
