Most generalized css template making, i need any reference or resources.

Question

I don't want to use CSS based divs ,classes IDs , but use only pure HTML in my html file and use instead all the semantic tags(like main, aside ,nav figure etc .) only . but there a limit to I can design , are there any refrncs to write CSS for such html files.
since I am writing too much book type content , don't want to add noise to html file, and want minimum design , but then couldn't use stuffs like
image overlay.
pagination
just need to know to what extent we can maintain simple html but max design
