Why there are two different things like BOLD - STRONG... ITALICS - EMPHASIS

b and i were meant to be a change of style while strong and em have a semantic meaning. The fact that they have similar style is because the way the browser renders them by default when no CSS is applied. Since nowadays style are managed by CSS, b and i were given semantic meaning too.
