I don't think oracle has made a JDK for android but you can install a java IDE app on your android phone like Dcoder on the store.

if your looking for a java or C++ IDE for android to created algorithms or apps then I advice you to use AIDE which is Java and C++ IDE which allows you to great apps and algorithms. It also has a Android development step-by-step tutorials oh how to start developing on android with java.
