The main thing is just being conscious of how the colors will work in your favor. I forgot to mention Google, but as you can see by their site, it's a simple white/black website. However, their logo in the center is what holds all of the coloring, which brings attention to their logo rather than spreading out that attention all over the page and causing it to lose focus. I'm hardly a teacher on this stuff, nor an expert, but there are plenty of websites on the topic of design, and it's worth checking out, especially for websites. Best of luck to you bro! Hope all goes smooth.

For now, just mess around with the various things you can do with CSS, especially if you're just trying to make a simple website for right now. That'll help you learn some of the various properties that you can set and change. As you get better with CSS and HTML, then you can branch out further from there. I'd recommend doing a Google search for good design practices, and research how things work such as color palettes, typography, etc... Also, you're able to look at the CSS for the websites that you visit, so you can see how they did it too. If you right click on a webpage, you should have an option for either view page source, view source, inspect, or some various of those. That'll let you read their HTML/CSS code and you can learn from their site. I would take a look at some of the popular modern websites and think about the things they have in common. Common denominators between things are usually good signs on good practices that they similarly use. For example, if you look at this website, and other websites like Google, YouTube, Facebook, etc... you'll notice certain things that's alike between them. First off, most websites have some sort of light/white background with black foreground text; this is like books and is often the most readable for other humans / what they're use to / easier on the eyes. Unless your favorite colors are black and white, most often it's a good rule of thumb not to go crazy with color simply because it's your personal favorite color. Think about how many people hate your favorite colors, and how bright yellow + pink could hurt their eyes / make them want to leave your site. Beyond your core, basic colors, you need something that "pops" on your website. For example, if you look at YouTube, they use the black/white scheme and then they use red to make certain things "pop" on their site, such as the nav menu, their logo, etc... This adds contrast and makes the site look more appealing without being too much.

(cont..) Another example is Facebook; they use the black/white scheme and then blue to make certain things "pop." You get the idea with that, sometimes simple is the best choice. Even SoloLearn website uses a black/white scheme and then uses a dark grey to add contrast. The less you throw colors all over your background/foreground, the more you can use colors to make important things stand out on the website. Outside of the color palette, you also have your typography, which is your all of your fonts and how you use them throughout your page. You'll want some sort of consistency with it, but you also want to make sure you emphasis upon things that are of more importance, such as your headers or other such things. Look at your question here on SoloLearn, your title is bold and bigger letters, while the description is closer to what you'd expect from the responses. There is no confusion between what is an important title, and what is the other information one would want to read. All of these seemingly subtle things affects humans and their experience of your website. I barely covered anything on it, so I still recommend that you go and research this further. Much more to everything than simply the programming side, so it's good to know all of the above. Always learn from the mistakes of the past and bring the good practices created from them into what you do now. We learned a lot from the 90s. lol

https://www.sololearn.com/Course/CSS/ Appears you're nearly half-way through the CSS3 course, why not create your own CSS for your website or just finish the course first? It'll be excellent practice for you and you'll accomplish your task.
