Why do we use Multiple Backgrounds in CSS3?

Why do we use Multiple Backgrounds in CSS3 rather than make the background images in a single background image?

It's a personal choice.
Might be for interactive decoration.

For fallback, some CSS is not work on older browsers, it would work another background CSS.
