When can I say that I have a good knowledge in c# Or very good knowledge. How can I know that

I See very people Who write for example in their c.v, i have good knowledge in c,c++ und blablabla but what does good knowledge mean! when man know all the basics and have practiced in the console app and He know the Syntax and libary of c#, can He say Or declare that He is good in c#!!

What I meant was - if you can produce something solving an actual problem (whether real or theoretical) and you can prove that by showing how it is working, preferably on a public repository - then you can say you are knowledgeable in a particular language or field. Try accomplishing something application-like and publish it on github or bitbucket. If you can do that -- you are good :)

As a relative newcomer to the business I noticed that the portfolio says more than plain bragging. Actually, it says *all* that needs to be said :)
