How to manage external IO in ruby

Hi, I'm very new to higher level languages and previously only had experience with assembly language. I'm just curious, is it possible to write code in ruby (or python) to test the binary value of a bit in an external device (input) and then action with if/else and send that bit value to an output ie LED, relay etc Similar to btfss/btfsc of an input port and then writing to an output port in assembly If so, how would one achieve this? Thanks all
