Is it necessary to learn html before java

java and html markup are hardly used together.both are learnt independently so I really don't know

Regarding Java on the web: major internet browsers do not support Java applets any more. However, you can still use Java for web development, for instance with the Spring framework. If your plans are to use Java for web development, then for sure you will have to learn HTML at some point (but not necessarily before your Java journey). In any case, you don't need to learn HTML _before_ learning Java.

You mean JavaScript? because there is no connection between Java to Html.
