Normally, the backend isn't on your pc either so how would you do it there. It is the same. You can upload to server site from either. I'm not sure how your server handles things, but tools exist to do all of the standard methods on a phone. I'll agree pc is much easier, but I'm able to do stuff while shopping and pc can't give you that.

If it can be done on a pc, it can be done on phone. The exact same way as the pc. Your code can be edited and uploaded to the server from a phone. It is not as easy, since pc gives bigger screen and unless you buy keyboard for the phone typing is a major pain sometimes. But, it is completely doable without spending any more money than you would doing it on the pc.
