Why is learning frameworks difficult and what is the secret to learning and understanding a chosen framework easily??

If you learn the programming language and be able to write code with it, then you'll find it easy to learn the frameworks-libraries.
Otherwise, you can become a professional on a framework/library but not have fully manage the language.
