What is important in learning a program? Experience or Willingness to Learn?

I've heard of a study where a few chess grandmasters were asked how much time they have practiced. results an average of 10 000 hours. you can achieve everything by willingness to learn and investing enough effort.
doesn't experience result from learning? I think talent is something that might help but isn't necessary
