What is the best strategy to creating a code portfolio?

Great question Jessica.
It probably depends if you have a specific target market or not. Eg if you are looking to get in web development, then look at getting your own domain, hosting it with a company that allows sub domains and then setting up a few sub domains with different examples of websites you can produce.
You can also offer to make some websites for small business either for free or for a greatly reduced rate. This will give you some real life exposure and experience dealing with other businesses.
Another example I recently watched in a YouTube video was a guy that had set up a social network for farmers. Whilst very few farmers used it, it was fully functional and allowed him to demonstrate to others what he could do.
If you're looking at App development for mobile/tablet, then you can take a similar approach but just with Apps. Make them free and listen carefully to user feedback. Android can sometimes have its challenges due to the many different devices out there and many of them restricted from being on the latest version of Android.
If money allows you could set yourself up with a few devices - eg Windows PC, MacBook, Android Ph and iPhone. If it doesn't, then I'm pretty sure you can emulate many different platforms to get an idea of how your Apps function.
There are many, many other areas for creating a portfolio, but these two are often seen as the 'hot topics'.
