Why sometimes the opponents in challenges are not available when we select them randomly?

Perhaps they have turned off the weapon recently to stop new incoming challenges before finishing the old ones. 😉

The randomly selected opponent may not be currently on the app but will be notified of your challenge when he or she has launched the app and takes the time to answer their share of the questions.
