Maybe a text based game...but basically formatting with powerful connections for adding video and other things. Usually it is paired with a scripting language for more activity...usually javascript, php, mySQL, etc.

MySQL is for databases accessible online. PHP can be used for form handling as scripting language, both front end and back end, but is also used for several other things as well. Javascript can make pretty good games, because it is a fully functional scripting language. It really depends on what type of game one wants to make. Some of the old- school text only games could be made with HTML links and a series of pages...and others with pictures as well.
