Yes, most likely, but please clarify what you mean, e.g.:

Primary interface Web:
* Does the web page "use data from + send data to" a spreadsheet in the background?
* Does the spreadsheet itself appear on the website?

Primary Interface Excel:
* Does Excel connect to someone's website and extract data silently?
* Does Excel display a website's content in the worksheet?

Also, what version of Excel? There are major differences between releases.
