python would be my awnser. python is known as a good language for beginners, and is reasonably in demand due to machine learning and django.
php would not be it, I would say, because it pretty much requires knowledge of html+css+JavaScript. it's restricted to websites. it's known for being messy/hacky, and is on a decline as far as the amount of people using it.
despite that, php is not a wrong choice. people have learned it as a first language many times. it's relatively easy (I'd say python is easier), and despite people not using it as much anymore, most websites run off php. you will not go jobless any time soon with php simply because so many legacy sites rely on it.
so, if you just wanna learn to program, I recommend python. if you want a easier time getting a job, or want to focus on websites, learn php (though JavaScript frameworks can replace phps role too. a bit more future proof)
