One of the big problems (web) programmers face.

Question

你们好。Hello everyone, I am in China and currently working on a website for people in China. I'm just a learner in speaking Chinese language and a good percentage of the Chinese does not understand English language that is why I want to unify both languages in one website. I can easily use Google translator to do this if Google wasn't banned in China so I can't figure out how to code a web page that supports multiple languages without using website builders. I don't like having a program write my codes for me.
