what is the best program to make 2d games? (platforming shooter and things like that)

Most languages work, but you have to reinvent the wheel a lot.
I really believe that at this age you have to either pick making games with engines or making engines.

yes there is tutorials and yes you can publish unity games on steam, but you'd have to pay $100.
and there is plenty of more places to publish your games.
