When it comes to computer software it really depends on what you want to do (games, database, etc.) . But if something generic you can use python. For the GUI check out GTK and Qt bindings for Python.

If you want to develop your own app what you should learn depends on the platform you're targeting. Assuming you're talking about app as in mobile app:
Android - Java
iOS - Swift
Windows 10 Mobile - C#
