Hi Christopher! Yeah, sure you can. Have you tried Sololearn's Code Playground? It supports a variety of programming languages. In this article you'll find many other iOS apps for coding: https://www.techworld.com/picture-gallery/careers/great-programming-apps-for-your-ipad-3497769/ There's also IBM Swift Sandbox to develop iOS apps with Swift https://swift.sandbox.bluemix.net/restricted#/repl

TBH, I cannot. You can grab a cheap laptop for $50 and a desktop for half. They'll be single core 1.8GHz 1G RAM machines, but wipe them and install Debian with XFCE4/Fluxbox/IceWM or install AntiX. I gotta 20yo laptop I tuned up: 1.7GHz & 1GB RAM. Runs smooth, boots to login in ~15 seconds. To learn programing, at least C/C++, you don't actually need a graphical desktop and IDE; you could use GNU nano -- though that's pushing it. Anyway, you can get PCs like that free, too. I rescued mine from being trashed. If you're unfamiliar with Debian Linux OS, I'll walk you through it. It's super light weight and runs on anything.
