Is there an appeal system for rejected quizzes?

I've been submitting a few quiz suggestions but all of them are rejected - for different reasons though. The latest one took them months to process and was rejected on the grounds that it was too "general". But my question was only asking the user to convert a specific number from base 16 to base 10, not like those quizzes which are fundamentally math questions only and do not really apply coding knowledge.. Just curious what a "general question" means so I can amend my submission?
