Which is better language? C# or php? Why?

Those languages have different purposes thus you can't compare them.
PHP is a server sided scripting language while C# is a general language.
PHP is better at security (its field) but C# can do more things... It's up to you to choose what suits you the most...

You have to ask yourself a few questions to make a good descion. 
Do you live in an area that caters more so to the private sector or to the public sectorWhich sector do you want to work in
For me,  c# and the .net stack is the easy choice. That's only does it pay more than PHP typically, but with it you will be able to build pretty much any type of modern application. To be clear, we are talking about desktop applications, web applications, IOT, games, and a whole lot of other stuff that I probably have forgotten to mention.

Keep in mind that a lot of this stuff depends on what industry you are trying to get into. For me, it is all about what told are going to consistently pay me the most for my efforts and what's going to best ensure my constant employment. Secondary to that is finding a set of told that are mature, relatively easy to learn and is robust and kept up well. .Net fits the bill for all of that. And visual studio is, by far, the best IDE and had been for years now.
