CSS actually is not a programming language (in the sense of a language that uses programming logic). It's a descriptive or declaratory language: you declare the data but the processing and the logic happen inside the browser. It's fundamental for web design, but if you want to learn programming language, go for PHP (if you want to do Web development; if not and it's your first language, I'd recommend Python).
