Does modding counted as coding/programming?

So, its been a year since I start modding one of my games and already release 2 mod projects. And I've been thinking if it is going to help me to learn more about programming.

if you want to get abstract you could say it's functional programming by calling functions but, 99% of people wouldn't view it that way.

If it involves coding, it's probably coding. If it involves using some program with a GUI, buttons, and things, it's probably not coding.

I actually edit codes aswell those things. But why editing gui and buttons not counted as coding/programming?
