My YouTube video link doesn't work

I'm newbie in coding, and I'm trying HTML website for the first time.
In my code i have a link to a YouTube video:

<a href=:"https://www.youtube.com/watch?v=I1TU2gKropU&t=211s" target="_blank">Name</a>

I tried everything...please help me,what is wrong? It always open me a new window but never show that YouTube...what is wrong? And sorry If Its something easy...I am just new in coding.
