why are all OS built by C,C++ etc why not java??

Maybe because to do that it would mean the JVM has to be loaded first before the OS, Java runs on virtual machine for the sake of platform independence, C or C++ doesn't need a virtual machine to load before code can run. For the record, Android OS incorporated Java code, mostly for UI and apps, but for first time (boot) and low level things, I guess C or C++ is still the way to go. Hth, cmiiw
