Is it possible to make a function website using html and CSS without JavaScript.

I have complete the html and CSS so I want to start building website. But I am not sure if I can make it a function well. And properly without JavaScript. Help me guys with correct and details answer.

But it will not be complete since it cannot do any particular task.
Only you can do is write texts and design them.

Its better that you complete JS course.
