How can I tell if I'm a bad programmer and that should stop?

Everybody starts off as a bad programmer. It doesn't mean that you should stop. It means that you should get better through more practice.

when to stop is when you can't acomplish the most basic tasks despite lots of effort. aka disabled. otherwise keep coding! even if you're bad you can always improve

Except maybe if your code gets you a legal order to stop, perhaps the thing that should have more say in whether you go or stop is whether you like what you're doing or not.
