Can i build a website using only HTML?

As Zephyr Koo said, it is definitely possible to make a website using purely HTML. However, doing so will most likely result in a very plain and static website, only being able to display text and images. Web development is usually done with HTML alongside CSS and JavaScript, as all together they can make your website much more dynamic and organized rather than just a website created with only HTML.

Yes, it's possible. By the way, you can make a nice dynamic mobile first web page by using for example Bootstrap. After you included it you basically just have to write in HTML and not worry too much about the CSS. As long as you are happy with how it looks out of the box. The result will be far better than if you try to reinvent the wheel...
