can anyone say oneself web developer

if they have done HTML,CSS, JavaScript,php, jQuery, and some practice on w3schools,freecodecamp , stack overflow etc. if not what more values needed to become

Unfortunately the only way to become better and better is by keep practicing. sometimes it will be frustrating. but you have to keep pushing until you have mastered these languages. thabk fact that one knows the names of the colors doesn't make him a painter. so keep practicing and complete more challenges here in sololearn. you can also visit this site: www.freecodecamp.org it has a lot of challenges for total beginners and it becomes harder and harder. keep practicing and you will become better.

Only completing these languages is not guarantee that you can actually code. You should have ability to implement it. Now you have to have start making small project which does two things: increase your confidence level and second- you can actually code.

Yes, because anyone can be a web developer. HTML, PHP and CSS are so easy toddler can learn them. JS is a little bit trickier, but it can be learned without much difficulty, too. That said, anyone can learn those and start building stuff. Of course, not everyone can be an excellent web developer, and those are always wanted. But everyone can be average one.
