Colors in HTML or CSS?

Question

I am wondering, are font colors mainly done in HTML and further styling happens in CSS? If one can fully style the page in CSS, why use colors in HTML?? Thanks

MY POINT OF VIEW,
We use Colors In html because,
When we write codes in notepad (or any other IDE), we don't get seperate section for css and js like we have in sololearn. So we do colours in html.

But you want to style text in a particular place (together with font style, Weight....), So you can use Colors in css.
