Oops he(Martin Taylor) was such an amazing and helpful person. Maybe he deactivated or deleted his accounts as others said, or maybe he got too much reports since I've seen him reply some people in a way that looks rude(but what he says will be right tho)

I think he was most likely banned by being rude as he did post one rude answer that he said to OP about standard libraries, which I feel isn't justifiable as what he said was true.

OR

He probably requested to deactivate his account.

If this is Martin Taylor then he cannot block anyone because he doesn't use mobile application for answers. He gives all answers on web application.
