Windows 7 stopped to support new software long time ago. So I don't think you can install latest JDK.

Download open JDK which is a zip file. No need to install just unzip at any location or drive and set path in Environment variable
Also download the zip file of eclipse

I used java 11 on win 7,
here is tutorial with java 14 on win7

at least 11 means 11 and upper
