How to make games in c++

Just wanna ask how to make some games on this platform. I’m not done learning but I’ve seen others make a game, but is that all shown with code, or is it a tool that you can use? I don’t really know how to put it but like do you have to code a background? I know it’s hard to understand what im asking because I don’t know how to put it, but if you know, please tell me.

First of all, yes, all of the games you see on this platform is usually code with html, css, and JavaScript, no tools used.

Secondly, we do need to code a background, because if not it will be boring!
