Does any one know any resources for making games?

Question

I want to make a game not using a game engine, but from scratch using C#/C++. I need these resources: where to write the code, and software for making the characters and all other illustrations.

Can anyone help? I'm still a very beginner and need to learn more.

Edit: I maybe didn't say it right, I want to know what kind of software I need to use.
