Are you thinking of being a designer (focusing more on art; presentation/experience vs. code)?

You can get away with designing sites without learning any code, but the best designers I've seen have coding perspective (and so can design in a way that helps rather than hinders).

I mean you can, but I wouldn't recommend it. If you stick to HTML and CSS, you will just be limiting yourself. Where HTML gives form and CSS gives looks, Javascript gives your website life. Along with that, you will be seen as inferior by most job offerings if you can't code in Javascript like the guy applying next you (though, to be fair this can happen if you lack other website programming languages).
