Both of the questions depend on the project. A small project may not be expensive. If your just learning you can do everything free. A small project may not be difficult. A big project can be both.

It depends. I looked into game developing for about a year after I got to an intermediate, well-rounded level in coding, but I decided I prefer mathematics. Game developing is mostly grind. It's not impossible if you have enough experience but I personally don't think I could get that comfortable when I'm always switching around with software. You could probably do it relatively cheaply though. It depends on whether you want to do mobile or PC. Either way I'd recommend unity as software for beginners. It's very confusing at first so don't buy the full version but go free at first. If you get comfortable then go for it. It's not difficult just hard to get into.
