Do I Need To learn Front-End-Development For Back End?

In web development, If someone wants to be a back end developer, Does he need to learn front end as well?

You need to know HTML and CSS at least, for present webpage contents.

It depends of work redistribution. Of course, the large IT teams have separated designers for web frontend, and programmers for backend.
But, while you create your own project, you have to know both, Because backend without quality front web page is very poor for users...Maybe it can be rectify with selection and using quality web page templates...
