I've made them in Java and C#, but it really depends what platform you're talking about too. I'm not familiar with Apple/Mac products, so I can't speak for that, but Java/C# easily transition between Windows and Android phones.

Use Apache Cordova which you can make apps targeting a lot of platforms Android,windows etc

Any. You just need the right tools, and the right code libraries. Note that you can make offline apps with JavaScript, which is normally for Websites!
