Why can't I run the "Hello World" program on Turbo C++?

No idea. You haven't given us any information on what problems/errors you're running into, nor did you post your code to us so we could see it. That's like me asking you what color shirt I'm wearing right now; you've no idea because I didn't send you a pic, you're not next to me, and I didn't describe my shirt.
