No programmer is perfect, even if you had a photographic memory but to be come a novice C++ programmer, I'd say you need 4 hours of practice everyday, after all it takes 10 000 hours to become an expert at something!

The best word to use is not perfect. I would say it will be a matuer or professional one.

It would depend on the person. Still, for an average guy, with proper practice with 10-15 problems everyday you’ll be able to deal with almost all problems within 1 month or so.
