is it possible to create a website using only HTML and CSS ???

Of course you can! The site without using javascript, and php, you can create, but it will turn out to be less interactive, and will be static, in general if you need a simple blog on the site then you can safely create a site on html and css, but using javascript would be much better :)

@Ice That the site is static does not mean that it can not have comments. There are a lot of static sites (especially made with generators like Jekyll) that have comments. They usually use Disqus to get that functionality
