Is there anything i.e language or skill that is work for both web development and App development?

hi I am BS-CS student and I learnt HTML CSS and JavaScript PHP for web development and now I want to learn apps development is there any best choice or what I learnt in past are they helpful in app development?

There are tons of great frameworks for Hybrid apps. eg. Ionic 3 , Framework7 etc..
if you come from web background and want to use the same skill to make android and ios apps .. i have made a fully functional android app for ecommerce store backend by opencart, using Ionic 3 framework.

Downsides of hybrid apps are :
1. They are Cordova Based, wrapped inside a browser
2. Performance issues.
