Does going to university to study computer science has anything to do with learning programming??

im studying computer science and besides programming we also learn theoretical computer science, math and technical computer science. and that's just the first semester

Actually, CS involves programming. Usually C and an assembler because you'll have to program a small PCB at some point.

Sources: A friend did CS and as one project he built a PCB (well added some parts to a hobbyist programmable one). It had a 16 x 16 LED matrix. It made a few cool patterns.
